U.S. says 28 states took steps on health insurance exchanges

According to a report by the Department of Health and Human Services, 28 states have already been on the way to establish insurance exchanges under the Patient Protection and Affordable Care Act. Among the 28 states, 14 have enacted legislation or already have the authority to set up the regulated insurance markets. Although the uncertainty about the law's future makes some states to hold off on this project, the Obama administration still demonstrated the full capacity to ensure that all 50 states would have access to an insurance exchange, no matter state governments take steps or not.
